Big saves are performed four times a day.  This logger logs reading and
setting arrays, but in a manner similar to a QRay logger, that is all of
the array elements are logged as if they were array element zero.

This logger logs about 25,000 array devices encompassing about 7.5 million
array elements.  After a big save completes, this logger reads and adds to
logged buckets.  The buckets are not compressed.  It takes several minutes
after a big save completes for the logger to finish logging.  On retrieval,
a device with 1024 array elements for example will return 1024 values with
identical timestamps.

Recall that big saves save only operational front-ends.  Some devices or
