PA0758 Lumberjack Logger List Control

Fetch statistics are maintained, and each night a database table shared
with D43 is updated with fetch statistics including the previous day.
Array device element fetch statistics are not differentiated; any fetch
of any element counts for the parent device. Green indicates a fetch has
occurred within the fetch period, red indicated not, and magenta indicates
that no database record was found (commonly means the device was recently
added).
