PA0758 Lumberjack Logger List Control

Lumberjack supports the logging of settings and basic status.
The key to the property is the second character of the device
name:                                                        
        T:HA15 logs readings                                 
        T_HA15 logs settings                                 
        T|HA15 logs basic status                             
If the second character is an underscor, the setting property is   
logged.  To plot the setting, use an underscore as the second       
character.  Likewise, if the second character is a '|', the  
basic status property is logged.  

All settings stored in Sybase's settings' accountability table are
scaled and forwarded to the Sets Lumberjack without user intervention.
