PA1790 Builds waveforms for transfer line power supplies

PA1790

	This program will be used to control P1, P2, and A1 main 
magnet power supplies. This manages the parameters used to calculate
current ramps. The flattop values will no longer be controlled by the
parameter page.

	This is version 0 of this program and is a WORK IN PROGRESS.
All planned features have not yet been installed.
