Heartbeat Abstract

Usage :   Heartbeat is a process to check for other important
	  tasks that are registered with it.  It will notify the keepers
	  of tasks of missing heartbeats and send mail and make an alarm if
	  a task 'dies'.  See Console page D130 for more details and a list
	  of registered tasks.

Restart:  Heartbeat is restarted when its DAE is restarted.
