Macset Abstract

Usage :  MACSET is the security/accountability server for Linac system
	 application clients providing security access and security
	 accountability for non-CLIB applications capable of device
	 settings.  The console class used for security is CentralOther.
	 Settings will appear in the settings log from console 0,
	 with an index page of OTHR, a location of Non-Console, and a 
	 PA # of MACSET.  

	 For additional details, use Java reflection to examine MACSET
	 data structures.

Restart: MACSET is restarted its DAE is restarted.
