"DESCRIPTION:  This PAL provides process timing for the 189 module.
        The STROBE output is a handshake to the NIM ADC to begin conversion.
        EOC is a pulse from the CONVERT COMPLETE handshake line returned by
        the NIM ADC when it is finished converting.  FLx are flags indicating
        if a channel is in progress of receiving data.  RCx are the register
        clocks to the channel registers to take in new data.
