	This routine returns information about Accelerator Command
	Language (ACL) functions.  A value of NULL can be passed for
	any argument which is not needed.

	num_functions	returned number of ACL functions
	function_names	returned ACL function names
			(array of null terminated strings)
	argument_text	returned ACL argument text
			(array of null terminated strings)
	oneline_help	returned ACL one line help text
			(array of null terminated strings)

	This function returns ACNET status values as follows:

	OK			success
