blm_state_menu_c

	status.i4.v = blm_state_menu_c(top_row.i4.v, left_column.i4.v
				       state.i4.r)

	This routine displays a menu of BLM states for the currently
	selected machine.  See bpm_machine_c.

	top_row		top row of menu (use WMNGR_CENTER for centering
			or WINDOW_xxx_COORD macros in macro for special
			positioning)
	left_column	left column of menu (use WMNGR_CENTER for centering
			or WINDOW_xxx_COORD macros in macro for special
			positioning)
	state		returned state value (Note: This is also used as
			an input parameter to set the initial position
			in the menu.)

	This function returns status values as follows:

	OK			success
	CBS_NOTYET		no states exist for the currently selected
				machine
	SQL_xxx			database error
