	This routine returns the number of bypassed commands in a
	Sequencer file.

	sequencer_mode	Sequencer mode
	file_number	desired file number
	num_bypassed	returned number of bypassed commands

	This function returns ACNET status values as follows:

	OK			success
	CLIB_INVARG		invalid Sequencer mode or file number
	CLIB_INVTYP		not a Sequencer file
	SQL_xxx			error reading database information
