ticks_since.i4.v = acctim(cycle_type.i1.r [,reset_event.i2.r])

	This function will return the elapsed time since major
	accelerator reset events.  The returned value is the 32-bit
	count of 15 Hz ticks since the reset of interest.

	cycle_type	cycle type of interest
			 0 -> Super-cycle time (since last clock event 0),
			 1 -> Main Injector time
			      (since last 20,21,23,29,2A,2B,2D, or 2E event),
			 2 -> Recycler time 
			      (since last E0,E1,E2,E3, or E9 clock event)
	[reset_event]	returned clock event number which caused the last
			cycle reset for the cycle type specified
			(eg. if "cycle_type" is 1 then "reset_event"
			will be either 20, 21, 23, 29, 2A, 2B, 2D or 2E (hex)
			to indicate which event caused the reset.)  It is
			assumed that only a single resetting event occurs
			during the 15 Hz interval.

	This function returns values as follows:

	number of 15 Hz ticks since the last cycle reset
