	This routine will return a host name and port for an alarms daemon.

	host_name	returned alarms daemon host name
			(allow at least 256 characters)
	port		returned alarms daemon port
	[name_length]	length of host name buffer
			(default is 0 (ignore length))

	This function returns ACNET status values as follows:

	OK			success
	CLIB_GENERR		failed to determine the host name
	CLIB_TRUNCATED		returned host name was truncated
	CLIB_NOT_OPEN		unable to open a socket
