bubble_help_enable_disable_c

	status.i4.v = bubble_help_enable_disable_c(enable_help.i4.v
						   [,help_id.i4.v])

	This routine enables and disables the display of bubble help messages.
	This routine must be called to enable bubble help since it is
	disabled upon program initialization.

	enable_help	bubble help display choice
			(WMNGR_ENABLE -> enable bubble help messages,
			 WMNGR_DISABLE -> disable bubble help messages,
			 WMNGR_ENABLE_USER -> enable bubble help for user
					      created windows only,
			 CLIB_DEFAULT_ARG -> return the present state only)
	[help_id]	ID of desired help region
			(returned by prior call to
			 bubble_help_callback_init_c)
			(If this argument is specified and has a nonzero
			 value, only that help field will be affected.)
			(default is 0)

	This function returns status values as follows:

	CBS_NOTENB		calling program is not a Primary Application
	CBS_INVARG		invalid display choice passed
	CBS_NO_SUCH		help region does not exist
	CBS_NOINIT		help region has not been fully initialized
	TRUE			bubble help was previously enabled
	FALSE			bubble help was previously disabled
