clib_time DEPRECATED

	seconds.u4.v = clib_time([pTime.u4.r])

	This function returns the number of seconds since January 1, 1970
       in the local timezone "including daylight savings time".
       Including daylight savings time(DST) means that the value returned will ...
       1. jump forward  by 3601 during a single second at the transition to DST and
       2. jump backward by 3599 during a single second at the transition from DST.
       This function was introduced during the VAX/VMS to PC/Linux migration.
       It is/was intended to reproduce the semantics of just plain time()
       on VAX/VMS.  VAX/VMS as it was configured unfortunately used local time.
       The use of local time created the discontinuity.  New uses of this function
       are discouraged.

	This function returns status values as follows:

	time in seconds at the time this routine is called
       [pTime.u4.r] default is null.  If not null the time will also
                    be stored into the location given.
