clinks_is_dst_c

	status.i4.v = clinks_is_dst_c(clinks.u4.v, is_dst.i4.r)

	This routine determines if a date in clinks corresponds to a
	DST period.  Please see clinks_now for the definition of clinks.

	clinks		date in clinks
	is_dst		returned DST logical
			(TRUE -> clinks value corresponds to a DST period,
			 FALSE -> clinks value does not correspond to a
				  DST period)

	This function returns ACNET status values as follows:

	OK			success
	CBS_INVARG		invalid clink value supplied
