console_getenv_c

	status.i4.v = console_getenv_c(console.i4.v, variable_name.i1a.r,
				       max_return.i4.v, value_string.i1a.r)

	This routine returns the value of an environment variable on a
	given console.

	console		console number
	variable_name	null terminated environment variable name
			(up to UTIL_MAX_ENV_VAR_NAME_LEN characters)
	max_return	maximum value string length to return
			(up to UTIL_MAX_ENV_VALUE_LEN characters)
			(A value of 0 will result in no return
			 length limitation.)
	value_string	returned null terminated value string
			(up to UTIL_MAX_ENV_VALUE_LEN characters)

	This function returns status values as follows:

	OK			success
	CLIB_NO_SUCH		no matching environment variable found
	CLIB_TRUNCATED		returned value string was truncated
	ACNET_xxx		error in reading environment variable
				information
