cvo DEPRECATED

	cvo(value.i2.r, nchars.i2.r, lbuf.i1a.r, start.i2.r [,fillchar.i1.r])

	This routine will convert a two byte integer value in the user's 
	variable 'value' into 'nchars' octal characters.  The characters
	will be placed in the user's byte buffer, 'lbuf', starting at the
	character position specified by 'start' (first character is position 1).

	value		value to convert
	nchars		number of characters to convert
	lbuf		returned ASCII buffer
	start		starting output character in 'lbuf' (starts at 1)
	[fillchar]	ASCII character to fill out buffer
			(default (NULL) is BLANK)
