dbnews_register

	status.i4.v = dbnews_register(task_name.i1a.r)

	This function registers for notification of database changes.
	These changes are reported anytime a database edit is done.
	It is assumed that the caller of this routine is an ACNET
	RUM-connected task.  This can be accomplished by calling
	acnet_receive_requests.  That task will be receiving USMs with
	the reports of database edits.

	task_name	ASCII string naming the ACNET task that will
			receive the edit message, of type dbnews_t

	This function returns ACNET status values as follows:

	OK			success
	CBS_INVNAME		invalid RUM-connected name
	ACNET_xxx		request failed

	This function requires the following include files:

	cbslib_h, acnet_h, acnet_errors_h
