	This routine determines if a device is a stepping motor.
	
	device_index	device index

	This function returns status as follows:

	TRUE			this is a stepping motor device
	FALSE			this is NOT a stepping motor device
	otherwise		ACNET error code

	This function requires the following include files:

	cnsparam_h, diolib_h, acnet_errors_h
