dio_set_broken_c

	status.i4.v = dio_set_broken_c(device_index.i4.v, unused.i4.v,
				       broken_state.i4.v [,comment.i1a.r])

	This routine can mark a device as being in either a working or
	broken (out of service) state.

	device_index	device index
	unused		unused argument
	broken_state	state value to set
			(TRUE -> device is broken (out of service),
			 FALSE -> device is not broken (out of service))
	[comment]	null terminated string describing why this device
			is being marked as broken (out of service)
			(The default is NULL which results in a comment
			 string of "(none)".)

	This function returns ACNET status values as follows:

	OK			success
	DIO_BADARG		invalid state value passed		
	DIO_MEMFAIL		memory allocation failure
	DIO_ALREADY_SET		device was already set to the desired state
	negative value		other ACNET format error
