error_size_and_position_c

	status.i4.v = error_size_and_position_c(top_row.i4.v, left_column.i4.v,
						num_rows.i4.v, num_columns.i4.v)

	This routine allows the caller to reposition and/or resize the
	present error display region which was created by an earlier
	call to error_init(_c).  All other error setup information is
	preserved.  A value of CLIB_DEFAULT_ARG may be passed for any
	arguments whose values should remain unchanged.

	top_row		top row of error window
	left_column	left column of error window
	num_rows	number of rows in error window
	num_columns	number of columns in error window

	This function returns ACNET status values as follows:

	OK			success
	CBS_NOSETUP		error display has not been initialized
	CBS_NO_SUCH		no error display window exists
	CLIB_NOTCNSINST		not running in console environment
