ftp_file_menu_c

	status.i4.v = ftp_file_menu_c(top_row.i4.v, left_column.i4.v,
				      category_name.i1a.r, file_name.i1a.r,
				      file_number.i4.r)

	This routine will create a menu of saved fast time plot setups.
	This information can be used to start a given fast time plot by
	using the routine ftp_start_plot_from_file_c.

	top_row		top row of window (use WMNGR_CENTER for centering
			or WINDOW_xxx_COORD macros in macro for special
			positioning)
	left_column	left column of window (use WMNGR_CENTER for centering
			or WINDOW_xxx_COORD macros in macro for special
			positioning)
	category_name	returned category name
			(FTP_CATEGORY_NAME_LEN + 1 characters)
	file_name	returned file name
			(FTP_FILE_NAME_LEN + 1 characters)
			(A value of NULL can be passed if this argument
			 is not needed.)
	file_number	returned file number
			(A value of NULL can be passed if this argument
			 is not needed.)

	This function returns status values as follows:

	OK			success
	CBS_ABORT		user aborted selection
	CLIB_MEMFAIL		dynamic memory allocation failed
	SQL_xxx			error reading database information
