help_enable_disable_c

	status.i4.v = help_enable_disable_c(enable_help.i4.v)

	This routine enables and disables the display of context
	sensitive help messages.  Context sensitive help is enabled
	at program initialization.

	enable_help	context sensitive help display choice
			(TRUE -> enable help messages,
			 FALSE -> disable help messages,
			 CLIB_DEFAULT_ARG -> return the present state only)

	This function returns status values as follows:

	CBS_NOTENB		calling program is not a Primary Application
	CBS_INVARG		invalid display choice passed
	TRUE			context sensitive help was previously enabled
	FALSE			context sensitive help was previously disabled

	This function requires the following include files:

	cnsparam_h, cbslib_h, acnet_errors_h
