is_valid_application_c

	status.i4.v = is_valid_application_c(names.i1a.r, num_programs.i4.v,
					     is_valid.i4a.r)

	This routine determines if names correspond to valid application
	program names.

	names		ASCII application name or array of names
			(e.g. PA1009 or SA1003) (PROCESS_NAME_LEN characters)
	num_programs	number of programs requested
	is_valid	returned flags indicating whether or not the
			corresponding name is a valid application name
			(TRUE -> valid application program name,
			 FALSE -> not a valid application program name)

	This function returns status values as follows:

	OK			success
	CLIB_INVARG		invalid number of names passed
	SQL_xxx			error accessing databse information
