lckclk_allocate

	watcher_id.u4p.v = lckclk_allocate()

	This function will return a pointer to an array which lckclk_api
	can use to keep track of the occurrence of clock events.
	lckclk_api is used by packages which want to detect clock events
	independently from the user of lckclk_c and of other packages.

	This function returns status values as follows:

	watcher_id	pointer to returned array

	This function requires the following include files:

	cnsparam_h, clib_h, tclk_events_h
