logger_check_alive

	status.i4.v = logger_check_alive(time_start.u4.r, time_restart.u4.r, 
					 log_rate.i4.r)

	This routine checks the status of a Lumberjack data logging process.

	time_start	logger's process startup time
			(seconds since January 1, 1970)
	time_restart	most recent list restart time
			(seconds since January 1, 1970)
	log_rate	current logging rate
			(LOGGER_FAST -> fast,
			 LOGGER_NORMAL -> normal,
			 LOGGER_SLOW -> slow)

	This function returns ACNET status values as follows:

	OK			success
	ACNET_xxx		error in communicating with Lumberjack
