mail_send DEPRECATED

	status.i4.v = mail_send(user.i1a.r, subject.i1a.r, message.i1a.r,
				file_name.i1a.r)

	This function aids the programmer in sending email message to users.
	All arguments must be specified.  The function sends a message or a
	file.  One argument must be NULL.  If a message is specified,
	line breaks may be inserted by using a new line (\n) character.
	VMS error status is returned.

	user		ASCII string containing destination user/path name(s)
			(Multiple names should be separated by commas.)
	subject		ASCII string containing mail subject
	message		ASCII string containing mail message
			(Specify a value of NULL if specifying a file
			 with the file argument.)
	file_name	ASCII string containing mail file name
			(Specify a value of NULL if specifying the message
			 with the message argument.)

	This function returns status values as follows:

	SS__NORMAL		success
	SS__INSFMEM		failed to allocate dynamic memory
	SS__xxx			mail message failed

	This function requires the following include files:
