memory_check_c

	status.i4.v = memory_check_c(buffer.i1a.r, value.i1.v, num_bytes.i4.v)

	This routine checks a block of memory to see if all bytes are
	filled with a particular value.

	buffer		memory block to check
	value		value to check for
	num_bytes	length of block to check

	This function returns status values as follows:

	0 all bytes in block contained "value"
	otherwise offset to first nonmatching byte (starts at 1)

	This function requires the following include files:

	cbslib_h

	C/C++ usage:

	char	buffer[NUM_BYTES];
	char	value = 0;
	int	status;
	int	num_bytes = NUM_BYTES;

	status = memory_check_c(buffer,value,num_bytes);
