	This routine returns the contents of a given parameter page.

	page_name	 null terminated index page name
			 (e.g. "M4")
	num_rows	 returned number of rows per subpage
	num_level_1	 returned number of level 1 subpages
	level_1_text_len returned length of a level 1 subpage string
	level_1_text	 returned level 1 null terminated text strings
			 ("level_1_text_len" + 1 characters per entry)
			 (memory for these strings is allocated by
			  this routine and should be freed by the caller)
	num_level_2	 returned number of level 2 subpages
	level_2_text_len returned length of a level 2 subpage string
	level_2_text	 returned level 2 null terminated text strings
			 ("level_2_text_len" + 1 characters per entry)
			 (If "num_level_3" is 0, there will be "num_level_2"
			  strings.  Otherwise, there will be "num_level_3" *
			  "num_level_2" strings.)
			 (memory for these strings is allocated by
			  this routine and should be freed by the caller)
	num_level_3	 returned number of level 3 subpages
	level_3_text_len returned length of a level 3 subpage string
	level_3_text	 returned level 3 null terminated text strings
			 ("level_3_text_len" + 1 characters per entry)
			 (memory for these strings is allocated by
			  this routine and should be freed by the caller)

	This function returns ACNET status values as follows:

	OK			success
	CLIB_INVARG		invalid page name
	CLIB_NO_SUCH		not a parameter page name
	SQL_xxx			error reading database information
