	This routine compares two ACNET device names.

	device_name_1	first device name string
			(up to 'dio_get_terse_name_length_c' characters or
			 DEVICE_FULL_NAME_LEN characters if full names
			 requested)
	device_name_2	second device name string
			(up to 'dio_get_terse_name_length_c' characters or
			 DEVICE_FULL_NAME_LEN characters if full names
			 requested)
	[options]	compare options
			(STR_OPT_NONE -> no options selected (default),
			 STR_OPT_COMPARE_FULL_NAMES -> compare device full
						       names,
			 STR_OPT_COMPARE_ENTIRE_SPEC -> compare entire device
							specification including
							properties,
							array indices, etc.)

	This function returns status values as follows:

	zero			the two device names match
	negative number		device_name_1 is less than device_name_2
	positive number		device_name_1 is greater than device_name_2
