str_is_filled_with_char_c

	status.i4.v = str_is_filled_with_char_c(string.i1a.r, length.i4.v,
						character.i1.v)

	This routine determines whether or not the passed string is filled
	entirely with a given character.

	string		string to check
	length		length of string (If a value of zero is passed,
			the length of the string will be calculated.)
	character	fill character

	This function returns status values as follows:

	TRUE			string is filled with the requested character
	FALSE			string is not filled with the requested
				character
