str_justify_c

	num_chars.i4.v = str_justify_c(string.i1a.r, justify_type.i4.v
				       [,length.i4.v])

	This routine will justify the nonblank characters in a string.

	string		string to justify
	justify_type	type of justification
			(STR_JUSTIFY_LEFT -> left justify,
			 STR_JUSTIFY_RIGHT -> right justify,
			 STR_JUSTIFY_CENTER -> center justify)
	[length]	length of string to justify (default (0) is for the
			routine to determine the length of the string)

	This function returns status values as follows:

	number of character positions shifted (negative for right justify)
