window_enable_scroll_io(_c)

	status.i4.v = window_enable_scroll_io(window_id.i2.r)

	status.i4.v = window_enable_scroll_io_c(window_id.i2.v)

	This routine allows the programmer to enable direct I/O to the
	scroll buffer below the visible window if the requested row number
	in the I/O call is greater than the row number of the bottom row
	inside the window.  A requested I/O row number that is less than
	zero will perform I/O to the scroll buffer above the visible window.

	window_id	window ID (use WMNGR_BACKGROUND for background window)

	This function returns status values as follows:

	CBS_INVARG		invalid window ID was specified
	CBS_NO_WINDOW		window doesn't exist
	CBS_INVTYP		window is not saving scrolled text
	CBS_MEMFAIL		dynamic memory allocation failure
	TRUE			scroll buffer I/O was previously enabled
	FALSE			scroll buffer I/O was previously disabled
