window_progress_create_c (ul_windowlib)

	status.i4.v = window_progress_create_c(hwnd.i2.r, title.ch.d,
					       total_steps.i4.v, top_row.i4.v,
					       left_column.i4.v,
					       width.i4.v, border_color.i4.v,
					       title_color.i4.v,
					       fore_color.i4.v, back_color.i4.v)

	Creates and initializes a "progress window" on the screen.  A progress
	window is a one-line window that contains a histogram which indicates
	how much of a process has occurred.  When the progress window is
	created, it is passed the number of "steps" needed to complete a
	process.  As the process occurs, periodic calls to
	window_progress_value_c are made to update the contents of the
	window. If the "top_row" and "left_column" parameters are set to
	WMNGR_CENTER, the progress window will be centered in the display.

	The handle returned is a true window handle so other window_ functions
	can be used.  The only restriction is that window_delete_c shouldn't
	be used because it doesn't delete a progress window properly (i.e.
	you'll end up with memory leaks.)

	hwnd		This window handle will be updated if the progress
			window is successfully created.  This handle is used
			in subsequent calls to "window_progress_" routines.
	title		title to be displayed for the window  (If it is
			NULL, then no title is displayed.)
	total_steps	total number of "steps" that need to be performed
	top_row		row position of the upper left corner
			(use WMNGR_CENTER for centering or WINDOW_xxx_COORD
			 macros in 'macro' for special positioning)
	left_column	column position of the upper left corner
			(use WMNGR_CENTER for centering or WINDOW_xxx_COORD
			 macros in 'macro' for special positioning)
	width		width of the progress bar  (The actual window will be
			("width" + 2) characters wide.)
	border_color	color of the window border
			(constants are in 'cnsparam')
	title_color	color of the title text
			(constants are in 'cnsparam')
	fore_color	foreground color of the progress bar and text
			(constants are in 'cnsparam')
	back_color	background color of the progress bar and text
			(constants are in 'cnsparam')

	This function returns ACNET status values as follows:

	CBS_OK			success
	CBS_MEMFAIL		dynamic memory allocation failure
	CBS_INVARG		window dimension is invalid
	CBS_WINDOW_OFF_SCRN	window extends off the visible screen
	CBS_WINDOW_TOO_BIG	window won't fit on screen
