Charge:

The Run II upgrade plan calls for integration of the Recycler into collider 
operations in two major steps.  First, by June 1, 2004, the Recycler should 
be commissioned and its performance improved to the level that it is ready 
for implementation of electron cooling.  Second, electron cooling is to be 
commissioned and made operational by June 1, 2005.  This committee is asked 
to review the commissioning plan proposed to achieve the first goal, viz., 
commissioning and preparing the Recycler for beginning the implementation 
of electron cooling. 

To help facilitate the planning of the Recycler commissioning, a set of 
performance criteria to be met, for antiproton transfers to the Recycler, 
cooling, stacking and storing in the Recycler, and extraction, were developed 
for FY04 and beyond. They were reviewed by a committee in November 2003 and

A sub-set of these performance criteria necessary to be satisfied to complete 
the first phase of commissioning has been identified.  The commissioning plan 
document outlines these criteria, the status of the Recycler and plans to meet 
the milestone by June 1, 2004.

The specific charges for this committee are as follows:

1. Review the current status of Recycler Commissioning and plans to meet the 
performance goals for readiness of the Recycler for installation of electron 
cooling. Comment on whether the goals seem achievable by June 1, 2004.  

2. Are the operational steps and methods proposed to achieve the performance 
goals for the readiness of the Recycler to begin installation of electron 
cooling appropriate?

3. Are the proposed commissioning study periods and resources adequate to 
achieve the goals of commissioning by June 1, 2004?

4. Are there any issues ignored or underestimated in the proposed plan to 
prepare the Recycler to begin installation of electron cooling?
