	This routine returns author information about application programs.
	A value of NULL can be passed for any unneeded return arguments.

	app_name	null terminated application name
			(e.g. "PA1008" or "SA1003")
			(Note: If a value of NULL is passed for this
			 argument, information for the calling
			 application is returned.)
	[keeper_name]	returned null terminated keeper name
			(USER_NAME_LEN + 1 characters)
			(default is NULL)
	[keeper_email]	returned null terminated keeper email
			(EMAIL_LEN + 1 characters)
			(default is NULL)
	[backup_name]	returned null terminated backup keeper name
			(USER_NAME_LEN + 1 characters)
			(default is NULL)
	[backup_email]	returned null terminated backup keeper email
			(EMAIL_LEN + 1 characters)
			(default is NULL)
	[options]	retrieval options (not used)
			(default is 0)

	This function returns ACNET status values as follows:

	OK			success
	CLIB_NOTENB		unable to retrieve keeper information
	CLIB_NO_SUCH		application not found
	CLIB_BUGCHK		unexpected internal error
