clinks_to_date

	status.i4.v = clinks_to_date(clinks.u4.v, date.i1a.r [,options.u4.v])

	This routine converts clinks to a twenty character date string having
	the format "dd-Mmm-yyyy hh:mm:ss".  An illegal value returns a blank
	string.  Please, see clinks_now for the defintion of clinks.
	Because the output is in local time but without an explicit timezone
	there is an issue with regard to the duplicated local times that occur
	immediately after the transistion back to standard time each Fall.
	clinks_to_date uses ":" and ";" characters to distingish the repeated
	times just as its inverse date_to_clinks does.  Please see
	date_to_clinks for the details.

	date		returned ASCII date string (DATE_STRING_LEN characters)
			(not null terminated)
	[options]	date options
			(DATE_OPT_NONE -> no options selected (default),
			 DATE_OPT_UTC_CTIME -> return the equivalent
					       UTC date string,
			 DATE_OPT_SUPPRESS_SPECIAL_NOTATION -> suppress special
							       DST overlap time
							       notation)

	This function returns ACNET status values as follows:

	OK			success
	CBS_INVARG		invalid clink value supplied
