								display_flag.i4.r)

	This routine determines if a given alarm list can be displayed
	given a console mask.

	console_mask	console mask to check
	list_number	requested list number
			(constants are in 'alarm_list')
	display_flag	returned display flag
			(TRUE -> alarm list can be displayed,
			 FALSE -> alarm list cannot be displayed)

	This function returns ACNET status values as follows:

	OK			success
	SQL_xxx			error retrieving alarm list display information
