	This routine is used by PA's to interface to the Fast Time Plot
	package.  There are two ways that a PA can call the FTP interface.
	The normal method requires that the PA devote an area 3 rows by 60
	columns on the color TV to FTP.  Columns 9-68 of rows 2-4 are used
	by default.  The second method requires only 5 columns on one row
	of the color TV.  This interrupt field is used to create a window
	containing the FTP interface.  (Note:  The row and
	column arguments are only valid for FTP_INIT, FTP_WIN_INIT,
	FTP_WIN_CALLBACK_INIT, FTP_CREATE_WIN, FTP_REPOSITION, and
	FTP_INIT_WBORDER modes.)

	func_type	function code
			(FTP_INIT -> initialize normal FTP plot interface
				     with upper left corner at (row, column),
			 FTP_TERM -> terminate FTP plot interface,
			 FTP_INTERRUPT -> keyboard interrupt for normal
					  interface,
			 FTP_WIN_INIT -> initialize "FTP in a window" at
					 (row, column) with "*FTP*" written
					 at (row, column),
			 FTP_WIN_CALLBACK_INIT -> initialize "FTP in a window"
						  at (row, column) with "*FTP*"
						  written at (row, column) and
						  handled by a callback
						  (requires the use of
						   window_intype),
			 FTP_WIN_INTERRUPT -> keyboard interrupt for "FTP in
					      a window"  (FSTPLT will display
					      the FTP window, process user
					      keyboard interrupts within the
					      window, delete the window, and
					      then return to the caller.)
			 FTP_CREATE_WIN -> create callable FTP window,
			 FTP_REPOSITION -> reposition normal FTP plot interface
					   at (row, column),
			 FTP_DELETE -> delete normal FTP plot interface,
			 FTP_INIT_WBORDER -> same as FTP_INIT except that a
					     a visible border surrounds the
					     plot interface,
			 FTP_START_PLOT -> erase screen and start plot,
			 FTP_START_PLOT_NOERASE -> start plot without erase)
	row		top row of fast time plot interface
	column		leftmost column of fast time plot interface
	[diag_flags]	diagnostics flags (default is 0)
	[options]	display options
			(FTP_OPT_NONE -> no options selected (default),
			 FTP_OPT_NO_DEVICE_COMPLETE -> suppress device
						       completion)

	This function returns status values as follows:

	OK			success
	CLIB_NOINIT		fast time plot interface does not exist
	CLIB_DUPREQ		fast time plot window is already open
	otherwise		window ID for FTP_INIT or FTP_INIT_WBORDER
