	This routine returns descriptive text for numeric conversion types.

	convert_type	conversion type
			(constants are in 'cbslib')
	type_text	returned conversion type text
			(allow CNV_TYPE_TEXT_LEN + 1 characters)
			(A value of NULL can be passed for this argument
			 if this value is not needed.)
	description	returned conversion type description
			(allow CNV_TYPE_DESCRIPTION_LEN + 1 characters)
			(A value of NULL can be passed for this argument
			 if this value is not needed.)

	This function returns ACNET status values as follows:

	OK			success
	CLIB_INVARG		requested conversion type doesn't exist
