pdb_valid_length_c

	status.i4.v = pdb_valid_length_c(primary_index.i4.v, length.i4.v)

	This function is called to determine if the passed data length is
	valid for the associated primary transform.

	primary_index	primary transform index
	length		data length (in bytes)

	This function returns status values as follows:

	TRUE			length is valid for primary transform
	FALSE			legnth is not valid for primary transform
