read_web_page_c

	status.i4.v = read_web_page_c(url.i1a.r, remove_html_tags.i4.v,
				      num_lines.i4.r, lines.i1pa.r
				      [,options.u4.v])

	This routine retrieves a web page.  This routine allocates the
	memory for the array of returned strings, and they must be
	freed by the caller, preferably by a call to
	str_free_array_of_strings_c.

	url		 URL of web page to be retrieved
	remove_html_tags flag indicating whether or not to remove HTML tags
			 in the returned strings
			 (TRUE -> remove HTML tags,
			  FALSE -> return strings as read)
	num_lines	 returned number of lines in the web page
	lines		 returned array of lines of web page text
			 (The memory for these strings is allocated by
			  this routine and should be freed by the caller.)
	[options]	 retrieval options (not presently used)
			 (default is 0)

	This function returns ACNET values as follows:

	OK			success
	CLIB_GENERR		error requesting web page
	CLIB_NOTOPN		error accessing web page
	CLIB_MEMFAIL		error allocating dynamic memory
