str_remove_character_c

	return_length.i4.v = str_remove_character_c(string.i1a.r, length.i4.v,
						    character.i1.v
						    [,options.u4.v]
						    [,max_to_remove])

	This routine will remove a specified character from a string.
	If any matching character is found, the modified string will
	be padded with either nulls or spaces.

	string		string to remove characters from
	length		length of string  (If this argument has a value
			of zero, the routine will determine the length
			of the string.)
	character	character to remove
	options		execution options
			(STR_OPT_NONE -> no options selected
					 (string will be blank padded),
			 STR_OPT_NULL_TERMINATE -> null pad string (default))
	max_to_remove	maximum number of characters to remove
			(If a value of 0 is passed for this argument,
			 all occurrence will be removed.)
			(default is 0)

	This function returns status values as follows:

	CLIB_INVARG		invalid length passed
	otherwise		number of non-blank characters
