str_remove_spaces_c

	num_nonblank.i4.v = str_remove_spaces_c(string.i1a.r, length.i4.v)

	This routine will remove any white space characters (space, tab,
	line feed, etc) from a string.  If any white space characters
	are found, the modified string will be null padded.

	string		string to remove white space characters from
	length		length of string  (If this argument has a value
			of zero, the routine will determine the length
			of the string.)

	This function returns status values as follows:

	CLIB_INVARG		invalid length passed
	otherwise		number of non-blank characters
