	status.i4.v = strx_is_blank_c(xchar_string.sa.r, length.i4.v)

	This routine determines whether or not the passed XCHAR format
	string is blank.

	xchar_string	string to check (array of XCHAR structures)
	length		length of string (If a value of zero is passed,
			the length of the string will be calculated.)

	This function returns status values as follows:

	TRUE			string is blank
	FALSE			string is not blank
