user_is_a_person

	status.i4.v = user_is_a_person(user_name.i1a.r)

	These routines determines if a given user name represents an
	actual person.

	user_name	null terminated ASCII user name
			(up to USER_NAME_LEN characters)

	This function returns ACNET status values as follows:

	TRUE			user name represents a person
	FALSE			user name does not represent a person
	otherwise		error occurred in retrieving user information

	This function requires the following include files:

	cnsparam_h, clib_h, acnet_errors_h
