utc_seconds_to_date_c

	status.i4.v = utc_seconds_to_date_c(utc_seconds.u4.v, date.i1a.r
					    [,local_string.i4.v])

	This routine converts a UTC time in seconds to a twenty character
	date string having the format "dd-Mmm-yyyy hh:mm:ss".  An illegal
	value returns a blank string.

	utc_seconds	UTC time in seconds
	date		output ASCII date string (DATE_STRING_LEN characters)
	[local_string]	local/absolute date format
			(TRUE -> output local time string,
			 FALSE -> output absolute UTC time string default))

	This function returns ACNET status values as follows:

	OK			success
	CLIB_CONVERSION_ERROR	underlying Linux routines localtime_r or
				gmtime_r failed in some way
	CLIB_BUGCHK		an internal error has occured please contact
				controls for a resolution (The expectation is
				that the user will never see this error.)
