cvi4hc (ul_pccns)

	cvi4hc(i4val.i4.v, nchars.i4.v, ibuf.i1a.r, istart.i4.v, fill.i1.v)

	This routine will convert a int integer variable, I4VAL, into a given
	number of hex ASCII characters as specified by NCHARS and place the
	characters into the user's byte buffer, LBUF, starting at the
	character position specified by ISTART (first character is position
	1).  The result is right justified.  FILL is a byte argument
	which specifies the fill character to be placed in unused character
	positions to the left of the result.
