emitt_dp (ul_physlib)

	emitt_dp(sigmas.r4a.r, beta.r4a.r, eta.r4a.r, emitt.r4.r, dp.r4.r)

	Calculate the tranverse emittance and dp/p given beam 
	widths (wire sigmas), beta and dispersion values at two locations.

	sigmas		sigmas of wire profiles, in mm
	beta		beta values at wire locations, in meters
	eta		dispersion values at wire locations, in meters
	emitt		calculated emittance, in pi-mm-mr; 0 if not able
			to calculate
			This is the non-normalized RMS emittance.
			PHYSLIB include file has defined constants to help
			convert this to normalized emittance.
	dp		dp/p (RMS); 0 if not able to calculate
